May 2021 Legislative Report

Ryan Burtka, MAHU Lobbyist

Sen. Dan Lauwers introduced SB 447 to require more comprehensive claims information be made available in the large group market to allow agents to seek competitive bids. This is a reintroduction of legislation from last term by Sen. Lauwers where MAHU testified in support. The new version of the bill includes recommendations from MAHU including requiring tax identification numbers for current enrollee providers to determine network adequacy. MAHU previously successfully advocated for the passage of similar legislation for public employees and will continue to push for SB 447 to ensure a competitive commercial insurance market.

Last week, an agreement between Governor Whitmer and Republican legislative leaders was announced to negotiate the FY2021-22 budget. In return, the Governor rescinded permanent rules on businesses for COVID safety and modified current MIOSHA rules to reflect the most recent guidance from the CDC. This comes as the state has seen a significant uptick in expected revenue coupled with billions of dollars of federal aid to spend. MAHU will continue to monitor COVID epidemic orders as the state plans to open up July 1 as vaccination rates continue to climb, albeit slowly.
