SUBJECT:     Updated Continuing Education Review Date Conversion

 

This memo supersedes the October 15, 2009 Continuing Education (CE) Date of Birth (DOB) Conversion Memo

 

By authority of Public Act 574 of 2008, Michigan is converting Producers and Solicitors Continuing Education (CE) review dates from a date assigned by the last digit of the social security number to a date assigned based on the birth month and year.  Effective January 1, 2010, Michigan’s CE review dates will be in compliance with the National Association of Insurance Commissioners (NAIC) uniform licensing standards.

 

The conversion plan published on October 15, 2009, required many Producers and Solicitors with even year birth dates that completed CE in 2009 to meet their newly assigned CE review date in a very short period of time.  To assist Producers and Solicitors in meeting their newly assigned CE review dates it has become necessary to modify the conversion plan as follows:

 

Producers and Solicitors with even year dates of birth:

§         Last completed CE review date in 2008 – New CE review date will be the first day of the licensee’s birth month in 2010 and every two years thereafter

§         Last completed CE review date in 2009 – New CE review date will be the first day of the licensee’s birth month in 2012 (this is a change from the initial conversion plan) and every two years thereafter

 

Producers and Solicitors with odd year dates of birth:

§         Last completed CE review date in 2008 – New CE review date will be the first day of the licensee’s birth month in 2011 and every two years thereafter

§         Last completed CE review date in 2009 – New CE review date will be the first day of the licensee’s birth month in 2011 and every two years thereafter

 

Producers and Solicitors who are assigned a new CE review date in the first six months of 2010 will be granted an automatic one time 90-day extension to complete CE.

Producers and Solicitors with first time CE review dates with even year dates of birth:

§         Licensed in 2008 – New CE review date will be the first day of the licensee’s birth month in 2010 and every two years thereafter

New license documents will be generated and mailed to Producers and Solicitors the week of January 4, 2010, to the mailing address we have on file.  Licensees are statutorily required to notify the Commissioner of any change of address within 30 days of such change.  Visit www.nipr.com to access the Address Change Request form.

 

Beginning January 4, 2010, new CE review dates will be displayed at www.michigan.gov/ofir.  Scroll down to Insurance Licensee Locator, under Featured Services, and enter the 7-digit license/system ID number to access the licensing information.

 

Licensing communications are mainly distributed through email.  By January 1, 2012, the Office of Financial and Insurance Regulation (OFIR) will send all licensing communications through email and via postings to our website.  In order to insure receipt of the most up-to-date licensing information please be sure OFIR has your email address.

BLUE CARE NETWORK OF MICHIGAN

NOTICE OF PUBLIC HEARING

Ken Ross, Commissioner of the Office of Financial and Insurance Regulation, the Department

of Energy, Labor and Economic Growth, will hold a public hearing on Monday, November 23,

2009, starting at 10 a.m. at the Forum auditorium, Ground Floor, Michigan Library and Historical

Center, 702 West Kalamazoo Street, Lansing, MI 48915. The hearing will be held to receive

public comments on the application of Blue Care Network (BCN) of Michigan, a Michigan

nonprofit corporation operating as a health maintenance organization (HMO) and a wholly

owned subsidiary of Blue Cross and Blue Shield of Michigan (BCBSM), to approve a transaction

under which BCN acquires the Physicians Health Plan of Mid-Michigan-Family Care (PHPMMFC),

a Michigan HMO; all outstanding shares of the common stock and control of Physicians

Health Plan of Mid-Michigan Insurance Company (PHPMM Insurance), a Michigan disability

insurance company; all right, title and interest in the assets of each PHPMM entity, excepting

only certain excluded assets, and to all contractual rights to continue providing services to

PHPMM’s entire membership base; all of Sparrow Health System’s right, title, and interest in

Physicians Health Network, a Michigan nonprofit corporation (PHN); and BCN Service

Company acquires certain assets of Physicians Health Plan of Mid-Michigan TPA, Inc.

(PHPMM-TPA). All parts of this transaction will be considered by the Commissioner of the

Office of Financial and Insurance Regulation to the extent each part impacts the overall price of

the transaction, and all insurers involved in this transaction are subject to Chapter 13 of the

Michigan Insurance Code, 1956 PA 218, MCL 500.1301 et. seq.

Under MCL 500.1315 – available at www.legislature.mi.gov - the Commissioner must approve

the application of BCN proposing acquisition and control of PHPMM-FC, PHPMM Insurance,

PHN, PHPMM-TPA, all PHPMM assets, except those excluded, and the right to continue

providing services to PHPMM’s membership base unless the Commissioner determines, on the

basis of information submitted, that the acquisition would result in one or more conditions found

in MCL 500.1315. The conditions listed in MCL 500.1315 include whether the acquisition may

jeopardize the financial stability of the insurer, prejudice the interests of policyholders or

securityholders, lessen competition, create a monopoly, include terms unfair or unreasonable to

policyholders and not in the public interest, or result in unqualified management.

Copies of the Exhibits and Schedules attached to the applications may be obtained by filing a

Freedom of Information Act request directed to the FOIA Coordinator at the same address, or

is twenty-five cents (.25) per page.

The Commissioner will accept written comments submitted electronically to Cheryl Hall at

hallc5@michigan.gov until 5 p.m. on November 25, 2009 and will accept oral and written

comments at the public hearing site until the close of the public hearing on November 23, 2009.

Any objections to the proposed acquisitions should reference an authorized reason for

disapproval specified in MCL 500.1315.

The hearing site is accessible, including handicapped parking. Individuals attending the

meeting are requested to refrain from using heavily scented personal care products in order to

enhance accessibility for everyone. People with disabilities requiring additional

accommodations, such as information in alternative formats in order to participate in the

Insurance Licensing will be undergoing important changes in the near future that will be of interest to you regarding your insurance license.  We are notifying licensees of these significant changes via email, as this is an expedient and a cost-effective method of communication.

 

Please review the following information to guarantee receipt of email from OFIR:

 

  • Does OFIR have your correct email address?
  • Have you provided OFIR with the website address of your agency or company instead of your individual email address?  OFIR needs your email address, not the email or website address of the agency or company you work for.  For example, www.inslicensee.com is not an email address for an individual licensee.
  • Are you able to accept email from OFIR?  OFIR sends information to licensees from INS-Licensing@michigan.gov.  Please select INS-Licensing@michigan.gov as a safe email address to accept mail in your account.  Otherwise, email from OFIR may be considered a threat and sent directly to your Spam folder.
  • Review items in your Spam folder to avoid automatically deleting email from OFIR.
  • If your Spam folder is automatically emptied on a daily, weekly, or monthly basis, make a note to check the Spam folder before it is scheduled to be emptied.
  • Depending on your internet service provider (ISP), directions will vary for setting Inbox options.  Some ISP’s suggest creating a contact record when email is received from a new contact.  By adding INS-Licensing@michigan.gov to your contact list, you can guarantee receipt of important communication from OFIR.
  • If you have a mobile device that allows you to receive email, you may want to set a filter on the device.  Some ISP’s have filters that will forward only important emails to your phone.  You may want to consider this option.

 

Technology is a vital tool for your regulator and you.  As OFIR eliminates paper processes and moves toward web-based services, it is essential that we be able to contact you via email with information regarding your license.  Our goal is to eliminate the use of paper notification by December 31, 2011.  After that, licensees will no longer receive the following items by mail:

 

  • Warning letters indicating CE credits are due in 90 days
  • CE suspension letters
  • Requests for additional information for licensure
  • Licensure notification
  • Document requests
  • Service requests

 

By adding INS-Licensing@michigan.gov to your contact list, you can guarantee receipt of this and other important information from OFIR.  Please be aware the INS-Licensing@michigan.gov address is used for outgoing messages only.  We ask licensees to contact our office using the OFIR-Licensing@michigan.gov address for an expedient response.
